Who is exempt from the naturalization exam?

Not everyone applying for Panamanian citizenship has to sit the naturalization exam. Decree 13 of 1 August 2025 (Electoral Tribunal Bulletin 5872-B) sets out three situations: certified reciprocity, having studied the exam subjects at educational institutions in Panama, and — for applicants with disabilities — an adapted test.

It is worth checking before you start studying. It can save months of preparation and the exam fee.

The three situations under Decree 13 of 2025

1. Certified reciprocity

Nationals of Spain and Latin American countries by birth may apply for naturalization through the reciprocity route, which applies where their country of origin grants Panamanians citizenship on equivalent terms (Constitution, art. 10, numeral 3). Where that reciprocity is certified, Decree 13 of 2025 exempts the applicant from the exam.

The word doing all the work is certified. Holding the nationality of a country that in principle has reciprocity with Panama is not enough on its own — the document evidencing it is required. Before assuming you are exempt, confirm with the Electoral Tribunal which body issues that certification in your case, what it requires and how long it remains valid.

2. Having studied the subjects in Panama

Applicants who completed the subjects of geography, history and political organisation at educational institutions within Panamanian territory may also be exempt (Decree 13 of 2025, Electoral Tribunal Bulletin 5872-B).

The logic is straightforward: if you already covered that material inside the Panamanian school system, the exam is redundant. It is a common situation for people who arrived as minors and completed part of their schooling in the country. Accreditation is done with the school’s records, so tracking those down is the first step.

3. Applicants with disabilities: adaptation, not exemption

This one is frequently misunderstood, and the difference matters. Applicants with disabilities are not exempt from the test: they are entitled to an adapted test suited to their needs (Decree 13 of 2025, Electoral Tribunal Bulletin 5872-B).

In other words, the exam is still taken, under adjusted conditions. The syllabus still has to be studied. What changes is the form of assessment, not the requirement to know the material.

How to find out whether one applies to you

These grounds are not granted automatically — they have to be evidenced within the process. If you think you qualify, this is what to resolve first:

• Ask the Electoral Tribunal in writing, stating your nationality and your specific situation.
• Gather the documentary proof first. The reciprocity certificate, or the records from the Panamanian school, are what support the request.
• Do not stop studying until it is confirmed. If the exemption does not come through, you will have lost the preparation time — and the exam appointment does not move because of it.

That last point is the one that matters most in practice: there can be a wait between requesting an exemption and getting an answer, and studying in parallel costs nothing but the effort.

If you are not exempt

Then you sit the Electoral Tribunal’s exam, covering Panamanian geography, history and political organisation (Decree 23 of 2021, art. 3, reiterated by Decree 13 of 2025), studied from a free public syllabus, plus the National Anthem and the Pledge to the Flag.

Note that an exemption covers only the exam. The rest of the process still applies: you must still meet the residency period for your route and file the carta de naturaleza.
